The Turkiye Qatar Pakistan Indonesia defense agreement was signed in Doha on Wednesday, October 21, 2026, to boost defense cooperation and strengthen defensive capabilities, the Turkish Defense Ministry said. According to Reuters, the four countries signed the Badr Memorandum of Understanding to deepen ties and develop partnerships while Gulf security remains under pressure from the Iran war.

What the Badr Memorandum of Understanding Covers

Reuters reported that the Turkish Defense Ministry wants the Badr Memorandum to foster cooperation in military production, raise military capabilities and support technical military training, research and development. The ministry said the agreement

“holds substantial economic importance,”

according to Reuters. Reuters added that the ministry plans to use the military production strengths of each country to meet the needs of allied and friendly nations.

Daily Sabah reported that the Turkish Defense Ministry also expects the accord to help improve the defence industry of each country. A News, a Turkish outlet, reported that Badr means full moon.

Who Signed the Doha Defence Pact

According to Daily Pakistan, which cited the Turkish Ministry of National Defense, the memorandum was signed during Defense Minister Yaşar Güler’s visit to Qatar. Pakistan was represented by Defense Minister Khawaja Asif, Qatar by Deputy Prime Minister and Minister of State for Defense Affairs Sheikh Saud bin Abdulrahman bin Hassan Al Thani, and Indonesia by Deputy Defense Minister Yusuf Juhari. Daily Sabah added that Haluk Görgün, head of Turkiye’s Presidency of Defense Industries, also attended the ceremony.

Defence Industry Cooperation Behind the Agreement

Anadolu Agency, in a report carried by The Express Tribune, said the pact aims to strengthen defense cooperation in joint production, technology transfer and supply chains. Anadolu reported that it places Turkiye’s separate defense industry partnerships with Qatar, Pakistan and Indonesia inside one multilateral framework.

Daily Sabah pointed to existing projects. In Pakistan, it named the PN Milgem Babur class corvette programme led by Turkish contractor ASFAT. In Indonesia, the Kaplan MT medium weight tank was co designed by Turkish firm FNSS and Indonesia’s PT Pindad under an agreement between Ankara and Jakarta. Anadolu added that Qatar’s Barzan Holdings has signed earlier cooperation agreements with Turkish companies Aselsan, STM and MKE.

Why the Doha Defence Pact Matters Now

Reuters reported that Turkiye has NATO’s second largest army and has been helping Gulf nations, including Qatar, strengthen their defenses during the Iran war. Reuters noted that Turkiye has a military base in Qatar and close ties with Indonesia in the defense industry. How the Makkah Joint Defence Agreement Compares

The Saudi Press Agency, as carried by Asharq Al Awsat, reported that Turkiye, Saudi Arabia and Pakistan signed the Makkah Joint Defense Agreement on August 7. The pact says an armed attack on any one of the three countries will be regarded as an attack on all. The Qatar Tribune reported that the Turkish Defense Ministry said the Makkah pact would bring together senior ministers, hold joint exercises and deepen defense industry cooperation. Pakistan’s Khawaja Asif and Güler met in Istanbul on August 31, ahead of the first session of a committee set up under that pact, APP reported. A Reuters photo caption also described a Makkah pact meeting in Riyadh on October 5.

The reports reviewed by Tamrah News describe the Badr Memorandum as a framework for defense cooperation in military production, training and research. They do not mention a mutual defense clause. See also our Pakistan defense and security reporting.

Qatar and Indonesia Defense Ties Before Doha

Arab News reported that Qatar and Indonesia signed a memorandum in Jakarta on June 2 and said they intend to conclude a broader defense cooperation agreement. The Qatar Tribune described that document as a Statement of Intent expected to pave the way for a comprehensive agreement, and said both countries are exploring cooperation in maintenance, logistics and technology transfer.

Will the Badr Memorandum Lead to Joint Military Exercises?

The Turkish Defense Ministry said the memorandum will also support military exercises and training, according to Daily Sabah. The reports reviewed do not give dates, locations or budgets for any exercise or military production project. They also do not include the full text of the Badr Memorandum or a timeline for defense cooperation projects.

Conclusion

The Turkiye Qatar Pakistan Indonesia defense agreement marks a new stage in defense cooperation. The Badr Memorandum of Understanding turns separate bilateral ties into one defense cooperation accord, and the Turkish Defense Ministry says the Badr Memorandum will lift military production, training and research. For Pakistan, Qatar and Indonesia, the Badr defense co op accord offers a route to share technology, while the Turkish Defense Ministry expects Ankara to gain partners for its growing defense industry and military production. Unlike the Makkah Joint Defense Agreement, which treats an attack on one as an attack on all, the Doha defense pact is a defense industry pact built on defense cooperation. Even so, defense industry cooperation and military production could reshape supply chains, and the Turkish Defense Ministry sees each defense industry gaining. Details remain limited, since the Turkish Defense Ministry has not published the full Badr Memorandum of Understanding or military production targets. Readers should watch whether the Doha defense pact and the Badr Memorandum bring joint exercises, new defense cooperation projects and deeper defense industry cooperation. Until the Turkish Defense Ministry shares more, the Badr Memorandum, its military production plans and wider defense cooperation remain worth following alongside the Makkah Joint Defense Agreement.
