The Poland constitutional crisis reached the floor of the Sejm on Friday, when opposition Law and Justice (PiS) lawmakers unfurled a banner reading “Tusk = Dictator” during a speech by European Parliament President Roberta Metsola, according to Polsat News. The protest came as Prime Minister Donald Tusk’s government and President Karol Nawrocki remain locked in a dispute over who controls the Constitutional Tribunal.

What Happened in the Sejm During the Metsola Speech
Rapporteur reported that the opposition raised the banner while Metsola spoke, and that lawmakers on the left side of the chamber, home to Tusk’s coalition, applauded her. RMF24 said some Law and Justice members also held English signs claiming a coup was under way in Poland, alongside photographs of police outside the Tribunal.
PiS spokesman Rafał Bochenek blamed Tusk for the scene in a post on X, Newsmax Polska reported. Tusk replied with a photograph of himself in front of the banner. According to Polsat News, he wrote that his critics would soon start singing and selling watches. Newsmax Polska added that Metsola did not respond directly to the protest.
Metsola Urges Respect for Parliamentary Democracy
Metsola told Polish lawmakers that parliamentary democracy is the best model and that Poles should unite to protect it, Rapporteur reported. She said,
“I am here for us to roll up our sleeves and work together.”
RMF24 reported that her speech also referred to the poet Wisława Szymborska, Pope John Paul II and the Solidarity movement.
The visit lasted two days. Rapporteur said she met Tusk and Nawrocki separately on Thursday, and Interia reported that her talks with the president covered migration, climate policy, the EU budget and enlargement. On Friday morning she met Sejm Marshal Włodzimierz Czarzasty and Senate Marshal Małgorzata Kidawa Błońska, RMF24 said. Rapporteur noted that the European Commission has backed the Tusk government, while Metsola took a more conciliatory tone.
How the Poland Judicial Crisis and Tribunal Dispute Escalated
The Poland judicial crisis has run for more than a decade, according to Euronews, since the previous PiS government placed judges on the court in 2015 whom neither Tusk nor the European Union recognises. The latest escalation came on Friday 30 October. CNN reported that police blocked the entrance to the Constitutional Tribunal in Warsaw and that the court’s website announced the suspension of its president, Bogdan Święczkowski.
Nawrocki cut short a trip to Senegal and went to the building, Euronews said. Notes from Poland quoted his statement calling the events
“a forceful takeover of a constitutional body.”
Donald Tusk’s government says it is restoring the rule of law after years of PiS interference, while the opposition calls the operation a coup, Euronews reported. According to Notes from Poland and CNN, Nawrocki has refused to swear in several judges elected by the Sejm. The European Commission said the Sejm holds the power to appoint eight new Tribunal members and that it was monitoring the situation.
Latest Talks Between Tusk and Nawrocki
On 2 November, Tusk urged the president to recognise the judges chosen by the Sejm and accused him of “opting for a forceful confrontation,” Euronews reported. A day later, at a televised National Security Council session, Nawrocki said Tusk bore responsibility for the situation and called the government’s actions illegal, according to Interia.
Tusk then said he was ready for a private meeting with the president that week. Euronews reported that the presidential office confirmed receiving the request and would announce a date once it was set. Minister Marcin Przydacz said Nawrocki was due in Slovakia on Wednesday for a Visegrad Group meeting. Readers can find more context in our Poland politics coverage.
Will the Poland Constitutional Crisis End After a Tusk and Nawrocki Meeting?
No meeting date or outcome had been confirmed at the time of publication. CNN reported that the dispute is likely to deepen polarisation a year before Poland’s parliamentary election, and that the president’s camp hopes the crisis will erode Tusk’s majority. Representatives of Poland 2050 and the PSL met Nawrocki on Saturday, while Tusk did not attend, CNN said.
Nawrocki, backed by Law and Justice, won the 2025 presidential election with 50.89 percent of the vote, according to Reuters reporting carried by Tribune India. See also our European Parliament and EU news for related reports.
Conclusion
The Poland constitutional crisis has now moved from the steps of the court into the parliamentary chamber. The Tusk dictator banner, shown during the Roberta Metsola Sejm speech, was the latest Law and Justice protest in a standoff that began at the Poland Constitutional Tribunal. The Tusk Nawrocki dispute still has no confirmed settlement, and the next step is the face to face meeting Tusk has proposed.
